Organs Of WEA

The Organs of the Western Elites Association are the Central Executive Committee (CEC), Board of Trustees (BOT), Advisory Board (ABD), Thematic Committee (TCE), Economic and Social Council (ESOC), Coordination Committee (CCE), National Secretariat (NS) and Executive Summit (ES).

Socio-Economic Council

ESOC is WEA’s top advisory organ to the Association management and specialized agencies on policies required to accelerate social and economic development of the Five Western Kenya Counties. Its primary mandate is to advise the Association management and specialized agencies on strategic policies aimed at promoting economic development and achieving the WEA socio-economic goals.It offers advice on request ,to the county governments,private sectors and other development entities in the Five Western Kenya Counties and expresses professional opinion on development issues.

ESOC’s recommendations to the Assocaition are geared towards reforming existing policies or new ones.Its members are drawn from the academia,private and public sectors and civil societies like churches.

In carrying out its mandate, ESOC assesses the existing Association policies for their effectiveness in achieving economic and social transformation, provides a forum for partnerships and dialogue for engaging diverse range of stakeholders,especially private and social sector players,for their input into policy recommendations;and mobilizes knowledge and technical resources from relevant knowledge networks including research and education institutions .As a policy research and think tank ,ESOC encourages dialogue in research on innovative ideas of economic and social nature that are presented by individuals ,researchers and corporates .

ESOC is chaired by the WEA General Chairperson assisted by a Vice Chairperson who is a member of ESOC. ESOC may form commissions to deal with specific policy issues that requires specialized attention,such commissions always report to ESOC. ESOC establishes ad-hoc sub-commissions from time to time on a need basis .Membership of the sub-commissions comprises experts from the public and private sectors.

The Secretary to the ESOC follows up on recommendations and issues raised during its meetings.ESOC prepares research papers in partnership with the WEA Thematic Department for Education and Research and other Research Institutions.

Functions of ESOC:

  • Creates forums in which the Association management ,private sector ,county governments,National Government and other stakeholders can discuss and identify policy issues and recommend to the Association management on implementation of such policies.
  • Gathers ,analyzes and compiles information on key economic development trends in the Five Western Kenya Counties to propose policy,alternatives that coukd then be forwarded to the Thematic Committee with appropriate recommendations.
  • Appraises the various programmes and activities of the Association including investment programmes for Economic Development,for the purpose of determining the extent to whch such programmes and activities contribute to the achievement of WEA policy and objectives .
  • Develops and recommends to the Thematic Committee strategy policy interventions that could promote socio-economic development .
  • Gives its opinions ,suggestions and recommendations on any matter or question on which it may be consulted by the Association ,the private sector or other stakeholders .
  • Improves the input of strategic policies with an emphasis on the most critical social and economic needs especially areas that have direct impact on strengthening the potential of the private sector to create employment opportunities and those that address poverty reduction and subsistence eradication.
  • Utilizes the private sector and other relevant stakeholders knowledge capabilities and synergy through collaboration, engagement and networking, in order to promote efficiency and effectiveness of economic planning process.
  • Liases with existing Research Institutions, Universities and Kenya National Bureau of Statistics in the performance of its functions.
  • Organizes information sharing and dissemination workshops, seminars and public lectures.
